How do I load missing time intervals?

I have the following data from ODBC source :

     Date                  Technician                    Time in            Time out       Job Code

  01/01/2014                           A                   08:00               08:15                W

01/01/2014                              A                    08:20             08:50                 W

How do I load the missing line in the above example ; i.e. 08:16 to 08:19  with blank job code.
