Only QlikTech can create EXE files and usually they are only created for privacy concerns or demo displays. There is no user available license as to create EXE files from QVW files. It's something similar to what happens when you want to create a Personal Edition enabled document: only QlikTech can do that.
Search the forums on the subject. Jason Long has answered this a couple of times.
I find this disappointing. QV should estimate the importance of giving possibility for sending interactive files to users. I understand that they see it as a licensing violation since user get away with the free distribution possibilities, but I think many people would be happy to pay for getting this kind of functionality.
