How to find count of survey ids for different conditions using set analysis

i want to create a bar chart based on the count of incidents which are surveyed in a month.If the sounding date parameter is within 7 days and if its more than 7 days.Another parameter will shows count of ids for which there is no specifc sounding date as well...

The bar chart would be made on the basis of this criterias:
