=Concat( Distinct Contact, ';' )

May be, you don't need count() here. Try like:

=Concat({<[Event Date]={">=$(=Date(vStartDate,'MM/DD/YYYY'))<=$(=Date(vEndDate,'MM/DD/YYYY'))"}>} DISTINCT [Contact] ,';')
