How to make variables in REST API dynamic

Dear Community:

I am having problem with Census API. I am not able to pass a wildcard on the state: parameter with combination of district. I am trying to figure out how can I make the variable dynamic in order to pull all the states at the same time.

Any hint or help is greatly appreciated.
