How to suppress a value if 0 in one column

Hi,

Is there a way to suppress the row that doesn't have a value in System column? I was able to do it in first table by checking "suppress null value" in System column. However, when user collapses columns, that row is back. Sample data is attached. Please advise! Thanks!

Exclude null Systems using set analysis

Sum({<System = {"*"}>}Budget)

Sum({<System = {"*"}>}Target)
