Is it possible to rank something against a different column?

I was wondering if anyone knew a way to rank a row of a field against a column other than the one it is in?

So for example, I have a column of data "Potential Volume" and a column "Actual Volume", would it be possible to rank the total of the Actual Volume against the Potential Volume?

If on the table with the potential volume, I also have a column called rank, would it be possible using if statements to do a sort of bubble sort and then find out what the previous rank is? Seems like I'm going to have to do something horrendous like that.

Its hard to post an example because this is just a tiny part of a huge dashboard, but, here's a sort of mockup. Is it possible to work out how to fill in the 'Estimated Rank' column?

I would expect to see 3 for non swap, 2 for swap? It doesn't need to be part of the chart like this, any way of showing it would be great.
