Pop up when any change made in design

Hello All,

Need help for the following scenario:

When any change is made in the design of the dashboard and a new user opens the application, then he should get a pop up saying that a change has been made to the xyz component of the dashboard.

maybe with a release date stored in a variable and an alarm that generates a pop up message if the release date is greater than today()-x days.
