I am unable to open sheet properties.

Open the doc as admin, then go to Sheet Properties->Security-> Access Sheet Properties(Users)...enable it.

If your document has section access then they might  have restricted, please log in as admin and Right click on sheet>sheet properties > security> enable the option you want

In case you login with admin

make sure admin override security is selected.
