Row as Column

Hi Community,

I have a text file in the below format:

!VERSION=11.12

!GROUPS

g2

g3

g4

!Departments

g5

g

g7

g8

g9

I want to load Groups and departments as a seperat1 table. or 1 table but Group Department as `columns

based on (!) character...

Any Help would be appreciated...
