SVG Map

How would one get started using a SVG Map. I'm trying to create a heat map for the U.S.

I downloaded the extensions and place the files in a folder and uploaded to QV but not sure if this is correct, doesn't look right.

Where would one get the Region ID and what would be my measure?

No need to bring in SVG file, if you downloaded properly they are stored with the QV directory.
