Set Independacny between ListBox

Hello Community,

I have two ListBox but i want set independacny between both of them.

Let see example. I have country and city ListBox, both are dependant on each other.

but i want make it as independant, means when i click on country then from city ListBox data will not get reflected.

How could i achived this, Please help me.
