The document failed to open.The  document could not opened reload failed because the document could not be opened successfully.

Can you please re-create the task and see?

If you want to do more research kindly start with Event Viewer why this got failed?

So this one took me a bit, but I am pretty certain I am on the right track given I saw the CC (Command Center) service, this is either version 9 or earlier, which if that is the case, one key thing you need to understand is these releases are no longer supported.  I was around back when these came out, but I have very little recollection at this point as to possible configuration settings etc., so there is not a lot I can offer here.  My best hunch would be potentially you may be running into .Net Framework related issues if you have updated the Framework on the machine running the services to one of the newer releases.  Microsoft is currently only supporting 4.5.2 or later at this point, the version you are running was likely created on version 2.x potentially.   I would highly recommend you consider updating to a newer supported release if possible.

That being said, the only things of which I can think is some other process is not allowing us the ability to get the file lock when trying to open the file, which would be the main cause for that type of error message, and things like anti-virus etc. could be causing it if there is that type of service running and it is performing active scanning of files.  That is about the best I can offer given the circumstances, hope it helps somewhat, feel free to ask further questions, but I cannot guarantee I will be able to provide anything further, as again, it has been years since I have worked with these older releases.
