The size of an image vs the size of a chart background

I am using the 'static' idea of an image for a map as the background of a scatter chart (not the web API stuff).

My image is 800 x 495. I put it as the background on a chart, and set Axis maximums to 800 and 495. I loaded the image into MS Paint and took the locations of each point from the displayed mouse position for each, which I then put in a spreadsheet.

The chart background area seems to want to stretch the image to display as a 815 x 510 (roughly) area, which means my points don't line up. I have added white space at the top and right of the image to compensate, which works.

Is this what I should be doing, or have I got something wrong? ( I am still using v8.5 )
