I would venture the issue is the delimiter in your case, there are no ';'s in the result from my own checking of things.  It would appear to be either comma or colon is the delimiter, and I tested with comma, and things did parse etc.  Everything ran just fine for me using 12.50 SR1 Desktop client, here is the script:

LOAD @1,
@2,
@3,
@4,
@5,
@6,
@7
FROM
[https://api.telegram.org/bot1386460209:AAHj0iG8F8ibZBpMYglkCy2VWtM-gaV-AF4/sendMessage?chat_id=-1001...]
(txt, codepage is 28591, no labels, delimiter is ',', msq);
