Tooltips on Graphs

Is it possible to have a 'Tooltip' on a graph?

If so, how would I go about it?

Not sure exactly what you mean with tooltip, but there are 2 different things that might be wha you want:

Help Text: enabled on the caption tab of properties, gives you a help text that pops up if you hover the pointer over the ? icon in the caption.

Popup Values: enabled on the presentation or expression tabs, gives you more information when hovering over a datapoint.

I cannot locate this facility in QV8.20. I have a pivot chart and would like the tool tip to appear over each of the dimensions or expressions as the user hovers with their mouse.

Is it possible to add custom popup value? I have a bar chart which uses "code" field as a dimension. I have a description field for these codes and I'd like to add this description to the popup.
