It's a silly suggestion but I would restart the whole server(s). I mean not only the qv-server also the os-server and/or the file-server. I have had recently a similar strange case where various files were blocked because the NTFS meta-stream hadn't released the files after closing them and exit/kill the process.

Once we had a experience similar nothing good.

Cause:
The user session were open when we made the deploy of file.
Solution:
After several researches, unfortunately, the solution was to restore the backup file qvw. But, before we exclude and replace without user is accessing the application.

Sure.
The qvw file that had a error message was deleted, it didn't work. Before of delete the file, kill user the Qlikview Server - stop services.
Done this, just replace them by qvw restored.
