When I change my graph to use month along the bottom, the figures dont tally up when choosing individual months

I have included my dashboard.
The problem is, the graph in the top right shows utilisation by region.
The graph in the bottom needs to show how the utilisation changes over time.
In my example, you can see for UK:
Jan10 has a value of 26.3% Feb10 has a value of 8.5%
Looking at the top graph, with no month selected it shows an overal utilisation. If I pick January from the picker at the top,
the value in the top graph for chargeable is 11.2%
The bottom left graph now shows a single point which is the same - 11.2% why doesn't the bottom graph show this figure for January when no region is selected?
