Why in layout scrollbutton and scroll background not working

Why in layout scrollbutton and scroll background cannot change to transparent and if I keep the same color with a sheet page color it leaves a line on side, once I turn on webview,  and if I make both transparent hit OK go back properties, it stays in orignal setting....

very confussing,,,,,any body wellcome to break this magic.
