It is not.  != is not valid

Change:

=Count({<field1 !={'var'}>} field2)


To: 

=Count({<field1 -={'var'}>} field2)

You can use:

=Count({<field1 = field1 - {'var'}>} field2)

   or

=Count({<field1 = {'*'}-{'var'}>} field2)

Count( {<field1 -={'var'}>} Field2 )

depending on your requirements other solutions could be:

Where

=Count({1-1<field1={'var'}>} field2)

would count disregarding any selections, while

=Count({$-$<field1={'var'}>} field2)

only counts within the selections.
