There are a few steps you need to take.

1. The user need to be assigned a Name license.  This can be done in the QMC or if you have Dynamic CAL Assignment turned on it will be done automatically when the user need a Name User (i.e. in step 3).

2.  Install the local client on the user's machine.

3. go to file -> open in server and connect to the server.  This action will license the local client so the user can develop.  See this whitepaper for a full explanation of license leasing. QlikView License Leasing Technical Brief Paper.pdf

4. The user can now open QVWs directly (File -> Open) or create their own QVWs (File -> New)

NOTE: Do not user Open in Server for development it is only used to get a license lease or give user level access.

you need to assign a named user cal on QEMC. Unser Users> user management.

After that the user can lease the license from the server either by opening a document in the server or by setting the "default licnese lease server (Url)" in the user preference > locations.
