I am sure you are aware there is no direct chart matching your requirement. However, you can use Guage Chart and create the graphic outside QV and export as image. Then you can play with TextBox overlaying on the Guage Chart, you can do the same adjusting the layers.
I am attaching an example created by fellow user on the community. This example is not same as your requirement but it used the same idea which I have referred above.
