how can i develop this attached one. I required design part and development part. This attachement used only on one object as dimension.

Looks like a chart with some Reference-Lines in it (Chart Properties -> Presentation ->Reference Lines)

Also, it looks like the x-axis needs to be set to "continuous" in this case.
