Can I accomplish the Attached Pie Chart in QV

You can do that in qlikview yes. You probably wont need a dimension, just an expression for each 'slice'. However, a piechart with that many 'slices' is difficult to interpret. You might be better off with a bar chart.

But how to call out the Percentages and  NAmes Together

In expressions select: "show values on data points"

Then you can add text into you chart under the presentation tab: Add Text In Chart
