Cloning Object

All, I am experiencing a weird anomaly on access point. I have published a QVW to access point and some users can clone an object and some cannot. Allow Server Objects is checked on the server.

Any ideas? I have also checked the document properties and that object has Allow Clone checked

Are some of the users marked as ADMIN into Section Access?

The document properties, under Layout, Allow Copy/Clone was NOT checked..
