DOCUMENT USER CAL SETUP

Could you please help me as a new user?

What is the easiest way to set up new document CAL users for a small business server version?

The easiest way is to assign a number of CALs to a document and then enable Dynamic CAL Assignment.  Both of these steps can be accomplished in QMC > Documents > User Documents > document > Document CALs.
