Data modelling issue

As per requirement i need to create calculated indicators based on currency conversions.

but as i have indicator name is one separate column i can not apply this for individual indicator name and its respective value

moreover i need to show FRQ_TYPE A and Q value for some of indicators(

If FRQ_TYPE A is not present then need to show value for Q for Q4)

can you please suggest how shall i go ahead with this at data model level
