Document Cals are not asssigned

Hi All

I have a problem that the documents cals are not assigned. First i have delete the documents cals and wait for 24 hours after that i login through the user the user have no document to access. When i see in QMC there is no nay change the user have no any cals associated.

Please suggest away forward
