While Qlik is not offering the earlier versions to be downloaded in public website, it is also perhaps true that, if you are doing some sort of R&D for/POC and in evaluation phase of the product, you might contact a qlik partner near you and ask for the same; they might be able to help you get one 32-bit older version of installer.
