Double dimension in combo chart

Hello,

Is it possible to move the secondary Y axis symbols to correspond to the years?

I've found questions like this around this forum, but no answers.

The Chart is built from two dimensions - Years and Letters. And two expressions - Sum(bars) and Count(symbols)
