Email on application reload

Is there a way to send an email to a given person after a document is reloaded?  I don't want to send them the whole report, just an email.  I am using v.10 server/publisher.  I can get an email with the report attached, so I know I have email setup correctly etc.  Thanks for any help.

did you have a publisher lic in place?
