Expression Logic build issue

I have attached the file which contains the data, application & logic explanation. I have already created expression for the same but not getting why it's not working.

Need your help to resolve the issue.

Logic is highlighted in excel file.

got the solution..

It was just pivoting concept..

But please let me know if i can acjive this using single expression.
