Formula for Calculating the Necessary Number of Concurrent User Licenses

Is there some formula for calculating the necessary number of concurrent user licenses?
If yes, can you please share it?
What does the rule of thumb says? I could maybe get a maximum number of user that COULD use the concurrent license and the expected number of the user that will intensively use the license...
