Formula issue in Grouped Dimension

Hello,

I used a formula in a Group to avoid that a dimension is skipped in a bar chart when there's only one value for the next level in the group.

I found the formula in another discussion. Still my application is skipping a level.

Can someone tell where I went wrong in the formula.
