Highlighting values that are higher/lower than another

Hi,

im looking to see how it is possible to do the following:

if a value in the table "value" is higher than its corresponding value in table "upper" and/or if its lower than its corresponding value in table "lower" that then the table/chart will change colour to red for example to highlight the need to investigate?
