Hi,

If you are logged in to qlik.com, but can't download QlikView Server from http://global.qlik.com/download/, your account doesn't have sufficient access.
Contact your Account Manager at QlikTech, who will be able to help you with the setting the correct access level for your account.

you must have an account as customer or partner.

If you are a qlikview customer and already bought qv server license, you must contact your reseller to registered as qlikview customer.
