In-Chart LED lights (how do I get them to FILL UP)?

I have a dashboard that is to be used on a tv on our sales floor.  It shows sales agent performance.  We want to add a visual where the lights "FILL" up to the desired light.  This is an expression that is being represented as a Traffic Light Guage.

The current view is shown below

I'm trying to get it to "FILL UP" such as the view below
