every Named CAL User can create/modify/delete reports and all the GUI-stuff and run even the script under SBE if he/she is using a fat (means Windows) Client. With other words you can say the fat client is the deployment - enviroment, WEB-Clients are for normal usage, analyzers. Named Users coming via WEB cannot do this even in a EE-Server Enviroment.
Exception: In EE-Server Enviroment there exists so called colaboration objects, these are private or public reports/charts and can created via fat Cleint or with a WEB-Cleint.

I had 1 more concern that .. suppose i have 3 named CAL , so can my all the 3 users can work on development at same time. Do they work like a independent developer ???
yes, same time and/or same application. This means that they can disturb each other when working with the same file. It is very similar to work with the same Word- or excel-file --> and the "winner" is the one who stores his changes at last.
