Is it possible to run an app, editing a variable, from the QMC just as we can do in the command prompt?

Yes, but only if you have a Publisher license. Do you have one?

No. That's why I couldn't find it. Where' the option in the publisher, btw?

In the Script Parameters section on the Task->Reload tab (QMC->Documents->Source Documents)
