Load with a Double quotes in CSV file

Hello, i have a csv file with a lot of numbers with a double quotes. I want to know, how can i load this csv using commas (,) as delimiter? The problem is, when i charge this csv the qlik automaticly put double quotes in the file begin. Here a example file.
