Metrics by Year, Qtr, Month and Week

Okay let me try and explain what I am trying to do.  I have a table called EMP_CNTS this table contains average employee counts by year, quarter, month and weekend date  each one of measures has a time indicator (Y, Q, M, W).  I need to match this file with employee detail records which tell me the type of termination.   When I do it by year it works fine, but when I start to do it by QTR it screws up.  Here is a sample of the year report:
