I can't get the symbol size to be bigger than 12pts, which means that it won't surround the number.

However, making C invisible and adding D -

1+Count(DISTINCT {$<Доставлено={'Позже'}>}Номер)/Count(DISTINCT {$<Доставлено={'Раньше','Вовремя','Позже'}>} Номер)*1.15

will put a circle onto the number.

Thanks a lot. We already did like that. "I can't get the symbol size to be bigger than 12pts" - that is problem. And nobody is sure it works for any figures.
