By Default?

Right click on the icon > Properties > Shortcut > Run > Maximized

You could also use the Windows Registry to force all apps to open Maximized, that will depend on your Windows version, it is not a QlikView behavior.

You can do the above using the shortcut indeed.

You will need to check your version of Windows for an always-maximized solution, it used to go by the Windows Registry.
