OpenStreetMap Zoom problem

OpenStreetMap - when
viewed from AccessPoint I can see the map and the points but when I zoom between
Country and County the map disappears but the points remain. The Map works fine
in development platform. I'm using IE9 / QV11. Can anyone
help?
