Prevent Objects from Moving -- Allow Move/Size option unchecked

Hey Everyone,

I am trying to lock all objects in place so they cannot be moved. I've unchecked the "Allow Move/Size" option, but I can still move every object.

Any thoughts on why this isn't working? A sample qvw file is attached.

Because 'Admin Override Security' was selected:
