Create a Variable as below, WITHOUT  EQUAL sign

using Pratyush's sample

vDateIS  :  MonthStart(Max(TOTAL Date))

and use the same in Expression

=count({< Emp_ID = {"=Releving_Date  <  $(vDateIS)"} >} Emp_ID)
