Rights to Lands

I have a question. For a document i have buid in : section Application

I have a field Land, and persons may see, all countrys, one ore more countries. This is no problem. But is is possible to exclude people from 1 or more countries.

Now i have in an Excel with the following columns :

USERID	BU	Land
FRANCIS	S	BE
FRANCIS	S	FR
ARIE	C

Francis can see BE and FR, ARIE can see All. But what when JOHN can see all but not BE. I cannot fill al other countries without BE

do you have a lot of countries? is specifying just the countries john should see not an option?
