Stacked + Grouped bar chart

Hi everyone,

i am very much going through a learning curve and to honest i cant see the answer

i am trying to creat a chart the shows costs stacked by departments and the budget (Grouped)

the axis is grouped by month.

fields are

         ASR department

          Costs

          Value

          Months

i have attached my attempts at this!!

Could some please point me in the right direction
