Two or more Local Client License...

...can use one the .qvw created by on of the others?

Till this morning I thought I know the answer ("yes, of course!") but a colleague casts doubt on this (we have only SBE customers, the few only customers that have Local Client have 1 Licence...) and he wants to be really sure before selling...

Can anyone answer me?

I believe the confusion came from the PE (Personal Edition) license, where it cannot open files created by others.

There is no limitations on the "paid" licenses. They can open files whoever has created them.
