If it is just for learning purposes and not a formal project go with version 10. If you expect to develop reports that you want to deliver in the next few months and you expect a stable version go with version 9 for now since it would be better to wait until the first service release of version 10 before using it in a production environment. Hopefully, that will be out sometime early next year.
